On the information page it states that the competition is from Aril 3rd to 25th (first round). Does that mean the beers can be tasted any time in that date range? I have a few entries and want to make sure they will be properly carbed up.

Those dates indicate the first possible date for judging (April 3rd) and the last possible date for judging (April 25th). Look on the Volunteering page (http://www.homebrewersassociation.org/pages/competitions/national-homebrew-competition/participate/volunteering) to find the competition dates for your region.
