How long do you have to leave water with chlorine setting out before the chlorine is gone?

What I always hear is “overnight”.

If you’re brewing with it, not at all. Heating the water to strike temperatures will drive off essentially all the chlorine.

If you have chloramines in the water, which most big utilities have switched to, then you’ll have to treat the water chemically. One Campden tablet will treat 20-60 gal of water depending on the concentration.

The local water company mentions chlorine and not chloramines.

I set out a five gallon bucket of water and the next day I couldn’t detect any chlorine.

setting it in the sun will evaporate it faster too.

What is this “sun” thing of which you speak? Certainly not a thing that is seen in Michigan during wintertime…
