I think my starter is infected

I made this starter a couple days ago and there is a ring around the top of the starter and I think it may be infected. It’s a 2L starter on a stir plate with Wyeast 3724. It also never formed a krausen.

I am not sure what the ring is. You can smell it and or taste it (pour a shot glass worth). If it is infected you will probably smell or taste off flavors.
