Distributors generally control the price that is charged to retailers and retailers charge their own prices so it is hard to execute the strategy that you describe. If you are self-distributing then that’s a very different situation.
FYI: In the craft beer beer world consumers usually equate low prices with low quality. How many times have you scanned a craft beer wall and looked for the cheapest selection? It may work for a well known brand like Two Hearted, but it usually doesn’t work with small batch craft beer.
