I brewed a Kölsch and pitched at 60f about 24 hours ago. My fermenter is at 48f now. (I over did it with swamp cooler.) I pitched from a 1.5 litre starter. When things warm up should I plan to repitch?
Should I be concerned about off flavors?

You won’t need to repitch. It should be fine. The yeast will get going when it warms up. Better to err on the side of cold than warm.
I think you will be fine. Warm it up and shake, swirl or reaerate to get yeast back in suspension.
+1. I think a couple of good swirls as it warms will be fine.
