It would appear that recycled is code for stolen… the cans had never been used before. You can’t unroll the seams and then re-seam them, so they are fresh empties, but I can guess they “fell off the back of a truck”.
The good news is no known human pathogens will grow in beer… assuming what they are putting in the cans was actually beer…
