Looks like that’s exactly what it is. From the contest website…
“The rules are simple. Contestants must stay within their designated plot (20’x 20’ for adults). No sand may be added or removed from the plot. Only materials natural to the beach may be used in the finished sculpture.”

Maybe incinerating sea shells to produce quicklime allows them to make a rudimentary cement mixture? ;D
Driftwood rebar?
Maybe certain bodily fluids?
Might not be natural to the beach in high concentrations though.
AFAIK, only water and sand. I’ve seen similar at a festival here in Eugene and that’s all it was.
