White spots all over outside of keg

I opened my deep freezer and there white spots on all my kegs. A little puddle in the bottom. Freezer felt cold but not freezing cold. How do i stop this. My temp is at 38 with +/- 3deg

I think i am going to give eva dry 500 a try and put a fan on it.
