Looks very much like Finnish pannukakku that I just made last week. Them European nations all copy each other.
I made some several years ago after seeing it on America’s Test Kitchen and it was quite tasty. Of course I haven’t made one since so IIRC we liked it, but we didn’t love it.
It’s one of the best easiest brunch items ever, sweet lemons, well clarified butter, fresh cream at room temp, and fresh eggs at room temp make ALL of the difference
